The ASEAN - China Free Trade Agreement

The Framework Agreement on Comprehensive Economic Cooperation between ASEAN and China (ASEAN-China FTA)

The Framework Agreement on Comprehensive Economic Cooperation between ASEAN and China that was signed on 5th November 2002 marks ASEAN’s first FTA with a dialogue partner. The framework comprises three agreements to date; Trade In Goods, Trade In Services and Investment which were concluded in November 2004, January 2007 and August 2009 respectively. The Working Group on Economic Cooperation under the framework agreement held their first meeting in 2009 which focuses on various areas of implementation in relation to the FTA.

In spite of lengthy negotiations conducted on a sequential basis, trade between ASEAN and China grew at an exponential rate between 2004 to 2008; almost surpassing the USD $200 billion target two years ahead of schedule. Part of this success was contributed by the implementation of the Early Harvest Programme for goods in January 2004.
